Department: Business and Finance Services Classification: ExemptEmployment Term: 260 Days Salary Grade: 14Revision Date: 7/1/2023Supervisor: Comptroller Supervision: Does not supervise others.POSITION SUMMARY:Responsible for compiling payroll data to maintain payroll records.ESSENTIAL DUTIES, FUNCTIONS, & RESPONSIBILITIES:Processes all payroll checks and/or direct deposits. Complies with federal and state withholding and reporting requirements. Maintains security of payroll records and keeps all data in audit-ready requirements. Calculates salaries based on annual contracts, hours, and rates of pay for each employee and computes authorized deductions. Figures and tracks payroll expenses by employee and multi-cost center. Applies knowledge of tax laws related to payroll, i.e., overtime, tuition assistance, fringe assistance, fringe benefits, and third-party sick leave pay.Observes SFIS’s policies for bereavement leave, holiday pay, teachers’ summer pay, and catastrophic sick leave pay and vacation leave. Completes all payroll reports including pay period audits, monthly audits, yearly reports, deduction reports, etc. Responsible for establishing/implementing/maintaining procedures for gathering information necessary for the accurate and timely processing of payroll. Reconciles statements and periodic reports to request payments for insurance, retirement, unemployment insurance, etc. Coordinates sick pay with paid Worker’s Compensation benefits. Tracks limits of sick, vacation, and personal leave earned, used and the balance accrued for each employee. Calculates each employee’s percentage of paid benefits and SFIS’s percentage of expense based on employee annual salary. Posts all age accruals at end of fiscal year. Prepares reports for U.S. Department of Labor, New Mexico State Department of Labor, Income Support Division, unemployment claims, W-2 forms, IRS Forms 5500, OSHA, Bureau of Census, any additional state agency, etc. Updates and maintains the salary schedules for budgeting support. Maintenance of all Student Activity Funds.Prepares and assists in yearend close out of payroll records and updating of accrual schedules. Maintains confidential information.KNOWLEDGE, SKILLS, & ABILITIESExcellent Microsoft Word, Excel, & PowerPoint skills.Organization, time management, and task prioritization skills.Ability to communicate respectfully, clearly, and concisely in person, by telephone, and through written forms. Excellent problem-solving skills.Ability to adapt to a fast-paced environment.High level of integrity, commitment, and work ethic.Ability to establish and maintain effective working relationships with staff, administrators, and community in a variety of roles and positions.Ability to work effectively under pressure.Ability to use computers, specialized software, and/or other electronic equipment to fulfill job functions.QUALIFICATIONS:Minimum QualificationsAssociates degree with at least six (6) months of experience and a Payroll Professional and American Payroll Association certifications.Preferred QualificationsBachelor's degree and experience working with Native American students, and Native American or Tribal entities preferred.OTHER REQUIREMENTS:Must possess a valid NM driver’s license and must complete and successfully pass a background investigation, including FBI fingerprint check.PHYSICAL DEMANDS:While performing the duties for this position, sitting, standing, lifting, carrying (up to 30 lbs.), reaching, squatting, kneeling, and moving light furniture may be required. Have manual dexterity and finger dexterity. Occasionally required to reach above shoulder level. Must be able to see, read, and record small numbers.WORK ENVIRONMENT, SAFETY, & EQUIPMENT:Work is generally performed in an office setting. Frequent use of communication equipment and computers. Evening, holiday, and weekend work may be required. Must be able to work within various degrees of noise, temperature, and air quality. Interruptions of work are routine. Flexibility and patience are required. Must be self-motivated and able to complete job assignments without direct supervision. May require traveling to various communities to meet with students, parents, guardians, Tribal social services, and other service providers.Safety and Health Requirements:Proper posture is required to eliminate acute and chronic low back pain.Complete all required safety and health training.Knowledge of universal hygiene precautions and knowledge of safe school precautions.The employee must adhere to SFIS safety protocols and crisis plans.Equipment/Material Handled:Must know how to properly operate, or be willing to learn to operate, all multi-media equipment, software, and current technology.CONDITIONS:Any employee may be required to stay at or return to work during incidents and/or emergencies to perform duties specific to this classification or to perform other duties as requested in an assigned response position.
